FILING: Application forms may be obtained from City Hall, 101 N. State Street,
Abbeville, Louisiana between the hours of 9:00 a.m. and 4:00 p.m. on Business
Days. Applicants are responsible for the truth of all statements made in their
application. False statements are grounds for rejection of application. When
returning completed application, present a valid driver’s license or identification
card and current voter’s registration for verification purposes.

NOTE DEADLINE DATE: Job vacancies are posted on all departmental bulletin
boards in addition to the City Hall bulletin board. Application forms must be
returned to the City Hall in person or by mail before the deadline date and time
specified on the job announcement. No application will be accepted after the

CITIZENSHIP: All applicants must be citizens of the United States.

RESIDENCE: All candidates for the civil service exam must be qualified voters of
the parish or county in which they reside.

AGE: The minimum age for City employment is eighteen (18) years.

EXAMINATION: All persons appointed for employment will be required to
successfully complete a screening to test their ability to perform the essential
job functions for the position applied for and submit to a drug screen urinalysis
as a contingency before reporting to work.

VETERAN’S PREFERENCE: Provided a passing grade is attained on the
examination, five points shall be added to the grade of each applicant who has
served in the U.S. Armed Forces on active duty for ninety consecutive days or
more and received an honorable discharge. Applicants claiming preference
under these provisions must present original or true copy discharge papers
(DD214) to the Civil Service Office for verification of service.

QUALIFICATIONS: Read the job announcement carefully. Note the minimum
and/or desirable education and experience requirements. You must specifically
show that you meet the minimum requirements when such requirements are
specified on the job announcement; otherwise, you will not be allowed to take
the exam.

EDUCATION AND EXPERIENCE: Applicants should clearly show all of their
education and work experience; and should include any volunteer experience.
Be specific in completing these important sections.

CHANGE OF ADDRESS OR TELEPHONE NUMBER: All applicants and eligibles
are responsible for notifying the Civil Service Office of any change of address
and/or telephone number.

Employment Details

EXAM NOTIFICATION: Applicants will be notified of the date, time, and place of the examination later by mail. Applicants who are unable to appear for the exam must contact the Civil Service Office before the scheduled examination; otherwise, their application will be withdrawn.

EXAMINATIONS: Exams may include written tests, oral tests, tests of performance or a rated interview.

EXAM RESULTS: Applicants will be notified of exam results by mail as soon as grading is completed. Do not telephone for your grade, it will not be given to you; all results are mailed to examination candidates.

ELIGIBLE REGISTERS: All candidates with a final grade of 70 or higher shall be placed on the Civil Service register in order of grade and shall be eligible for appointment when their names are in the top five and they are willing to accept appointment for a vacancy. The term of eligibility shall be six calendar months beginning with the date on which the eligible is examined.

CERTIFICATION AND SELECTION: When a vacancy occurs, the department which has the vacancy notifies the Appointing Authority who, in turn, requests the names of persons ranked highest on the Civil Service register. The Civil Service Office then certified the top five names on the list to fill the vacant position. The appointing authority may conduct interviews before making a selection. The Appointing Authority may appoint any one of the top five persons whose names are certified. The names of those not appointed are returned to the eligible list.

PROBATIONARY PERIOD: Probationally appointed candidates are subject to successful completion of a post-hire procedure. This procedure includes drug screening, background check, and the performance of the essential functions of the position accepted. New employees must satisfactorily complete a six months working test period with two performance evaluations before permanent status is obtained. Employees have no right of appeal from dismissal or other disciplinary action during this period.

SALARIES: All salaries as stated are based on the current Civil Service Pay Plan. Currently, the plan provides for 35 steps to coincide with each successive year of employment. Appointments are customarily made at the minimum rate, although provisions are available to hire above Step 1 for exceptionally qualified candidates.

VACATION: The amount of vacation time or annual leave is based on an employee’s time of continuous service as shown in the table below. {Upon resignation of employment, the employee shall be paid for unused annual leave}.

SICK LEAVE: All employees are credited with one day of sick leave per month of consecutive employment. Employees may convert to retirement credit any unused accrued sick and annual leave upon retirement with the City’s retirement plan.

HOLIDAYS: All employees receive up to fifteen paid holidays per year.

RETIREMENT: City employees contribute to the Social Security Program and must become members of the Municipal Employees Retirement System. Employees contribute 5% of base salary to the Retirement System and are entitled to receive the contributions if the employee leaves city employment prior to retirement. The system provides disability and survivor benefits. Regular retirement benefits (to which the City contributes 9.5% of total earnings) are as follows: With 30 or more years of service. Age 60 with a minimum of 10 years of service. Disability Benefits provide eligibility under age 60 with ten years of service. Survivor Benefits require 20 years of service at death of member. Full retirement benefits average 2% times years of service times average salary of highest three consecutive years. Example: 30 years service = 60% of salary.

GROUP INSURANCE: Employees are required to participate in the City’s medical insurance program and may also enroll his/her dependents into the plan at a very reasonable cost. The City contributes 100% on employee premium and 83% on dependent coverage.

LIFE INSURANCE: Life insurance valued at $25,000 is provided at no cost to the employee. Additional coverage may be obtained at a reasonable cost. For qualifying administrative positions with five years employment, $50,000 in life insurance is provided at no cost to the employee.

WORKER’S COMPENSATION AND UNEMPLOYMENT COMPENSATION: All City of Abbeville employees are covered under the provision of the workmen’s compensation and unemployment programs as prescribed by state law.
